Module Description

This module serves as an introduction to public management, regulatory frameworks, and public policy, providing students with an overview of the development and dynamics of managing and governing public services.

It helps students build a foundation of essential concepts and theories that they can apply throughout their course and in professional settings.

By understanding the intricacies of public management and governance, students will be better equipped to navigate and influence the public sector effectively.

This module lays the groundwork for more advanced studies, ensuring a solid understanding of the fundamental aspects of public management.

Entry Requirements

Candidates who apply for this course must possess the following: 

  • a qualification at MQF Level 4 (one A-level or equivalent in any subject); 

 AND 

  • a pass in English Language and Mathematics at MQF Level 3 (O-level or equivalent).  

Peference will be given to prospective applicants having a year of work experience related to the study programme.

Module / Unit Instructions

The proposed structure comprises a blended approach promoting the building of a community of practice via peer-to-peer learning. The structure uses primarily two dimensions of teaching-learning modes:

  • Face to Face sessions

Face-to-face sessions include lectures, tutorials, discussions, presentations and workshop activities promoting peer-to-peer learning.

  • Online Learning Activities

Online learning activities incorporate tutorials and asynchronous discussions. These may consist of active interaction, participation and contributions in fora discussions, sharing resources and self-reflection exercises. Learners also contribute to the building of the community of practice by providing feedback to their peers as critical friends, enhancing the learner’s critical engagement throughout the study period.

How you’ll be assessed

The course comprises:

  • Evening classes for part-time courses.
  • Classes held throughout the day for full-time courses.
  • Guided learning, presentations, comprising synchronous online discussions, tutorials and/or videos.
  • Self-study hours comprising research, reading and assignment work.

Assessment

Assessment is carried out via two mandatory components:

  • Modular Assessment
  • Summative Assessment

The programme includes different forms of assessment which allow for and promote students’ critical engagement. The formative and summative assessment tasks may include an in-class assignment and/or a home-based written assignment using diverse assessment tools which may take the form of online and in-class discussions, examinations, case studies, reports, proposals, essays, and presentations, etc., as applicable to the diverse modules.

Learning Outcomes

Competences:

At the end of the module/unit the learner will have acquired the responsibility and autonomy to:

  • Analyse key concepts and principles relating to public management and ethics in public administration.
  • Appreciate value and importance of cultivating equality and diversity within governing institutions and public service organisations and be able to adhere to relevant ethical codes as applicable to these institutions.
  • Examine change management processes applicable to public organisations and management.
  • Acquire comprehensive knowledge and understanding of public service regulation frameworks and legislation including the basic principles of administrative and constitutional law.
  • Analyse public service regulation frameworks and inspection regimes as they relate to procurement and commissioning.
  • Become aware of the role policy-making processes at local government level.
  • Examine the fundamentals of public accounting.

Knowledge:

At the end of the module/unit the learner will have been exposed to the following:

  • Defining Public Management.
  • Public Management- from theory to execution.
  • Concepts and Models of Change in Public Service Organisations.
  • Local Council Regulation.
  • Regulations and Law Compliance.
  • Public Policy.

Skills:

At the end of the module/unit the learner will have acquired the following skills:

  • Apply concepts and models of change as applicable to public service organisations.
  • Identify how to be plan, implement and execute management and public accounting fundamentals in public organisations setting.
  • Illustrate and be able to adopt national and EU regulatory frameworks.
  • Evaluate challenges associated with effective public consultation, accountability and implementation of regulations and legislative frameworks taking ethics in public administration into consideration.
  • Identify and be able to apply steps related to policy making at local level.
  • Evaluate challenges in ensuring that public standards and accountability frameworks are incorporated and followed.

Judgment Skills and Critical Abilities:

The learner will be able to:

  • Understand and adopt local council regulations to different scenarios.
  • Analyse the role and process of research in public policy development, implementation and evaluation identifying the links between the various levels of containts facing policy.

Module-Specific Communication Skills:

The learner will be able to:

  • Identify when and how to use personal influencing and negotiation skills.

  • Navigate through the online learning platform to benefit from assignments, discussion boards, literature, tutorials etc.
