Project Contract, Commercial and Procurement Management in Governance
Module Description
The module focuses on the investment of resources and the objectives to be attained. Financial criteria are discussed in-depth forming financial justification, payback, return on capital employed. Project authority is the body that decides which project and why it has to be undertaken and then the project implementation plan is set.
The students will understand and describe the key terms various issues affecting the contract. Contracts are signed between two or more parties to accomplish a certain goal/job, they are important to have in the event of a dispute.
Procurement strategy – The scope of a contract what the terms of a contract should define; Contract planning including objectives, the number/types of contracts to have; Risk allocation policy and a look at contract practice. Supply, delivery and payment chains; Supervision of contracts and subcontracts including channels of communication. Introduction to law and some background history; General points on the law of contract; Requirements for a contract; Reaching a contract including the issue of offer
Entry Requirements
Candidates who apply for this course must possess one of the following:
- Level 6 Degree and 3 years’ work experience;
OR
- a Level 5 diploma or higher diploma and 5 years’ work experience in a supervisory or managerial role.
Preference is given to applicants having a Level 6 degree in a discipline related to the study programme and a minimum of 3 years’ work experience in management.
Target Audience
The target group focuses primarily on public administration practitioners, managers and officials from ministries, local authorities and public and private bodies, public leaders and CEOs from the public and private sector, policy practitioners from the private sector and civil society organisations.

How you’ll be assessed
This is a part-time programme and will typically take 30 months to complete. The programme comprises a total of 10 modules. The method of assessment is assignment-based.
The course comprises:
- 6 lectures per module;
- 3-hour lectures (evening);
- 12 hours of online content per module, comprising synchronous online discussions, tutorials and/or videos.

Reading for the entire Master of Science (M.Sc.) in Governance and Management as presented in this brochure costs €8,500.*
